On March 27, 2026, the energy company “Gren” held a symbolic foundation stone ceremony in Salaspils Municipality for a new, high-efficiency 50 MW woodchip boiler plant. During the event, a time capsule containing a message for future generations was placed in the building’s foundations – a symbolic testament to what we are building today for the sake of the future.
This project represents a significant investment in the development of Riga’s district heating system, promoting the transition to local and renewable energy resources. The new boiler plant will help reduce dependence on imported fossil fuels while improving the security and stability of heat supply.

FILTER’s role in the project
FILTER is one of the key partners in the implementation of this project. The company provides a full cycle of solutions – from design to the supply of technological equipment, construction coordination, and commissioning.
Technology and future outlook
The new boiler plant will be equipped with two 20 MW woodchip boilers and 5 MW flue gas condensers, resulting in a total installed capacity of 50 MW and ensuring high efficiency and minimal environmental impact. This technological solution ensures high fuel efficiency and minimal environmental impact, using state-of-the-art emission control technologies.
The commissioning of the boiler plant is planned for spring 2027.
A message to the future
The placement of the time capsule in this project symbolizes more than just the start of construction – it is a story of responsibility, sustainability, and vision for the future.
We build for the future — and leave it our message as well.

The use of sustainable woodchips in energy production strengthens Latvia’s energy independence, reduces reliance on imported energy resources, supports local economic development and helps stabilise heat prices in the long term, ensuring a reliable heat supply for residents and businesses in Riga. To make energy not only greener but also more affordable.

The significance of the project for Latvia’s energy sector has also been reported by leading media outlets, including Dienas Bizness and TVNET, highlighting the scale of investment and the transition to renewable resources.
