Last week, a topping-out ceremony was held at Gren’s new 50 MW biomass boiler plant currently under construction to support Riga’s district heating system. FILTER, acting as the EPC contractor and general contractor for the project, marked this important construction milestone together with project partners and stakeholders.
In the construction industry, a topping-out ceremony traditionally signifies the completion of the building’s main structural framework and the transition into the next phase of project implementation.
Following tradition, construction workers placed a ceremonial wreath at the highest point of the building as a symbol of good fortune and successful project completion. Gren, the future owner and operator of the facility, gathered everyone involved in the project for a celebratory event to thank the builders, designers, engineers, and all team members for their contribution and dedication.
A strategic renewable energy infrastructure project for Riga
The project represents far more than a conventional construction site. The new 50 MW biomass boiler plant is a technologically advanced energy infrastructure facility that will significantly strengthen the security, sustainability, and resilience of Riga’s district heating network.

Once operational, the plant will increase the share of renewable energy in the capital’s heat supply, reduce dependence on imported fossil fuels, and support Latvia’s broader transition toward sustainable energy production and lower carbon emissions.
FILTER is delivering the project under a full-cycle EPC model, providing comprehensive services ranging from engineering and design to technology development, equipment supply, construction coordination, commissioning, and final handover.
Commercial operation of the biomass boiler plant is scheduled for spring 2027.
“There are no impossible weather conditions – only the right attitude”
According to Dāvis Alsbergs, Project Manager at FILTER SIA, the topping-out ceremony is an important moment for the entire project team — an opportunity to pause, reflect on the progress achieved, and acknowledge everyone contributing to the development of this major energy facility.
“The topping-out ceremony symbolically marks the highest point of the building, but every successful structure begins with strong foundations, a professional team, and the ability to overcome complex challenges,” said Alsbergs.
One of the most demanding construction phases occurred during the previous winter. Due to low temperatures and challenging weather conditions, the project team made the decision to erect a large temporary enclosure and heat nearly 600 square metres of ground surface to ensure optimal conditions for high-quality foundation works.
According to Alsbergs, challenges like these demonstrate the team’s professionalism, collaborative approach, and ability to deliver effective solutions even under demanding circumstances.

These activities will ensure that the new biomass boiler plant operates safely, reliably, and efficiently, providing sustainable heat generation for Riga’s district heating customers for years to come.
